The first step in getting rid of a wine stain is to find it. The sooner you locate the stain, the better your chances that the stain will be completely removed. Feel or look over the entire pencil skirt to find where wine was spilled.
Once you have located the stain, gently blot the area with a clean cloth or paper towel. Don't rub the fabric; instead, dab lightly to absorb as much moisture as possible. If the stain has already dried, try using cold water and gently rubbing the area.
If the wine stain is persistent, fill a sink or bowl with cold water and add a few drops of laundry detergent or white vinegar, then soak the stained area for 15 to 20 minutes. This can help loosen the stain and make it easier to remove.
After soaking the stain, rinse the area with cold water, then put the pencil skirt in the washing machine. Use cold water, and add a color-safe detergent to wash cycle. Be sure not to use hot water, as this could set the stain and make it much harder to remove. If the stain is still present after washing, repeat the steps above until the stain is gone.
