One of best ways to start treating a tar stain is to first freeze it. This will make it easier to scrape off the tar without ruining the fabric. To make sure tar stain is completely frozen, place an ice cube in a plastic bag and put it over the stained area for half an hour. Once the stain has hardened, gently scrape off remaining tar with a butter knife or similar utensil.
Once you've gotten off as much of the tar as possible, you'll need to clean remaining stains. The best way to do this is to use a product specifically designed to break down oily substances, such as WD-40. Spray the WD-40 directly on the stain and let it sit for about 5 minutes. Once the time is up, rinse the fabric with cold water and dab off the excess moisture with a paper towel.
For particularly tough tar stains, you may also want to try using a gentle detergent designed for delicates. Mix the detergent with warm water and scrub the stained area with a soft brush or cloth. Once you've done this, rinse the fabric in cold water and repeat process until the stain is gone.
Finally, if all else fails, you can always take the garment to a professional cleaner who specializes in delicate fabrics. They should be able to remove the stain without damaging the fabric.
