Using a butter knife or something similar, scrape off as much of the excess tar as you can. Be careful not to damage the fabric - use caution when using sharp objects on sensitive fabric.
Choose a cleaner that's designed to work on tar stains, like a solvent-based cleaner or something with wax or oil-cutting ingredients like alcohol, turpentine, or vinegar. Soak a cloth in the cleaner and lightly dab the stain. Let sit for 5 minutes before rinsing with cold water.
Carefully follow care instructions on your garment when laundering. Wash separately from other clothes in cold water, either by hand or in the machine. If you choose to machine wash, set the temperature to cold and add a teaspoon of detergent with OxyClean or a similar oxygen-based bleach.
Once garment has been washed, lay it flat on a clean towel or drying rack. Avoid using high heat or placing the item in the dryer - this may cause stain to permanently set and become more difficult to get out.
If the stain remains after following the steps above, repeat until the tar is gone. It may take multiple attempts to completely remove stain.
