Start by pre-treating stain with a small amount of dish detergent and water. Use a sponge to gently scrub the detergent into the stained area. Let the solution sit for about 10 minutes before rinsing it off with hot water.
Next, make a paste using equal parts vinegar and baking soda. Apply the paste directly to the stain and let it sit for about 30 minutes or until it begins to bubble and dissolve the tar. Rinse off paste with hot water.
Once paste has been rinsed off, it's time to apply a little olive oil. Massage the oil into the stained area and let it sit for about five minutes. This will help to soften and break up the tar more quickly.
Finally, fill a sink or basin with a gallon of hot water and a few drops of detergent. Place the garment into the water and let it soak for about 20 minutes. Gently agitate the water and fabric to help remove any remaining tar residue. When finished, rinse the chiffon fabric with warm water and hang it to dry.
