The first step is to blot the stain as quickly as possible to prevent it from setting into the fabric of skirt. Use a clean cloth or paper towel and press it onto the stained area. Do not rub the stain, as this can cause further damage.
Mix one part vinegar with two parts cold water. Using a clean cloth, dampen it with the solution and gently dab the stained area. Allow the vinegar to sit for a few minutes before blotting the area again with a dry cloth. Repeat this process until the stain has begun to lift.
Once the stain has been removed, it's time to wash the skirt. Be sure to check garment label for instructions on how to best care for fabric. Depending on what kind of fabric the skirt is made out of, you may want to use a gentle detergent or have it dry cleaned.
