Luckily, there are a few strategies you can use to remove rouge stains from linen without damaging the material.

Start by gently scraping off as much of the excess rouge as possible with a spoon or blunt knife. This will help to prevent the stain from setting into the fabric too deeply, so that it will be easier to remove.
After scraping off the excess rouge, you should treat the stain with a dry cleaning agent as soon as possible. This will help to dissolve stain and make it easier to remove. Before using the dry cleaning agent, make sure to read the instructions and test it on an inconspicuous area first.
Once you have applied the dry cleaning agent, you should pre-soak the stained area in cold water for about an hour. This will help to loosen the stain and make it easier to remove when you do the actual wash.
After pre-soaking, you can machine wash item with warm water (not hotter than 95°F). Make sure you use a detergent designed for delicate fabrics and avoid using bleach, as this can damage the linen.
Finally, rinse the item with cold water and allow it to air dry. If the stain is still visible, you can repeat Steps 2-5 until the stain is completely gone.
