You'll need a few supplies to properly clean your hair ties: dish soap, an old toothbrush, white vinegar, and a towel or rag.
Soak the stain with warm water and a few drops of dish soap. Gently rub the area with an old toothbrush. This will help loosen the stain and make it easier to remove.
Once the stain is loosened, apply undiluted white vinegar to the area. Allow the vinegar to sit for a few minutes before rubbing the area with an old toothbrush. This will help the stain lift off of the material.
Rinse the affected area with cold water and pat dry with a towel or rag. Repeat steps 1-4 if the stain does not come out after first attempt.
To prevent future rouge stains, consider using a tangle-free portion of the hair tie to avoid having Rouge getting on the fabric. You can also spray the fabric with a stain-proofing solution to prevent further staining.
