Rouge stains can often be difficult to remove. The most important thing to remember is not to rub or scrub the stain. This will only make it worse and spread the stain even further. Instead, take a white cloth and gently blot stain with it. This will help to lift the rouge up and away from the fabric of the clothing.
Once you've blotted the stain, it's time to pre-treat it. Take a cotton ball and soak it in rubbing alcohol. Gently dab the stained area with cotton ball, making sure not to rub or scrub. This will help to break down the rouge and make it easier to remove.
Fill a sink with warm water and add a few drops of dish soap. Soak the garment in the soapy water for about 20 minutes, then rinse with cold water. If the stain is still there, repeat the process again.
Mix together one tablespoon of borax, one tablespoon of white vinegar, and one tablespoon of hydrogen peroxide. Apply paste to the stained area and let it sit for about 10 minutes. Then, rinse with cold water.
Lay the garment out flat on a towel and allow it to air dry. Do not put the garment in the dryer as this may set the stain.
