Oil pastels provide for a beautiful range of expression in artwork, however, when it comes to clothes, that range of expression often turns into an ugly mess. To begin removing oil pastel stains from tights, you will need to be equipped with the right cleaning supplies:

The first step in the process is to blot the area with a towel or rag. Don't rub; simply press gently on the stain and try to absorb some of excess oil.
The next step is to spray the area with white vinegar. Use a spray bottle to lightly saturate the stained area with the vinegar, which will help loosen up the oil.
Once the area has been saturated with the vinegar, apply a small amount of dishwashing detergent to the stained area and work it into fabric with your fingers. Allow the detergent to sit for a few minutes before rinsing.
Once the detergent has had a chance to sit, rinse area with cold water and continue rinsing until all soapy residue has been removed.
If the stain still hasn't come out, create a paste using baking soda and water and apply it to the stained area. Allow the paste to sit for an hour and then rinse with cold water.
Once the stain has been removed, place tights in the washing machine and wash according to instructions. Once washed, allow them to air dry or tumble dry on low heat.
