The first step is to pre-treat the stain as soon as possible. This can help break up the oily residue and make it easier for you to remove the stain effectively. Apply a small amount of laundry detergent to area, allow it to sit for a few minutes, then rinse the spot with cold water.
Next, you'll want to use an oil-removing spot cleaner. Apply a small amount of the cleaner directly to stain, then gently scrub it into the fabric using a soft brush or rag. Allow cleaner to sit for a few minutes before rinsing it off with cold water.
Finally, launder the fabric as normal. If you're concerned about the stain still being present, try using a pre-treatment product again before laundering. Once done, hang the fabric outdoors to dry.
With these steps, you should be able to effectively remove oil pastel stains from poplin fabric. However, always test any cleaning products you plan to use in an inconspicuous area first.
