Your first step should always be to pre-treat the stain, especially if the ink is fresh. All you need is some warm water and liquid detergent. Mix two drops of detergent with two ounces of warm water and use the sponge to dab on the area. This should dilute the stain, making it easier to remove.
You can also try soaking garter in some warm water mixed with detergent to help loosen up the stain. Always remember to use cold or lukewarm water, not hot water, as this could set the stain further. Let the garter soak for 10-15 minutes before taking it out and patting it dry with a clean cloth.
If the stain is still there after pre-treating and soaking, it's time to get a little tougher. You can try using a commercial solvent such as rubbing alcohol or hairspray – just make sure to test it on an inconspicuous spot first. Dip a cotton swab in the solution and dab it onto the stained area. Repeat this process until stain is gone. After that, make sure to rinse garter in cold water and let it air dry.
