Rinsing the stained area with cold water will help reduce the amount of hairspray that has been absorbed. Use a mild soap or detergent if needed, but be sure to test it in an inconspicuous area first.
Ammonia is effective at breaking down hairspray stains on raincoats. Dilute the ammonia in 1 part ammonia to 8 parts water and dampen stained area. Be sure not to over saturate the area, and only leave solution on for a few minutes before blotting with a clean cloth.
To completely remove hairspray, put the raincoat in the washing machine on the gentle cycle with cold water and a mild detergent. Use distilled white vinegar instead of fabric softener to maintain waterproof properties of the coat.
