Use a soft, white cloth to gently blot the stain until no more of the foundation transfers onto the cloth. Take care not to rub or scrub the stain as this could cause it to worsen.
Mix warm water and a small amount of soap, such as laundry detergent, in a bowl. Dip the cloth into the solution and gently apply it to the stained area, taking care not to over-saturate the fabric. The goal is to lightly dampen area, not to soak the dress.
Rinse out the cloth and dip it into a separate solution of cold water and a few drops of vinegar. Gently dab the area with the cloth to help lift the stain. Rinse out the cloth again and use it to thoroughly rinse out the area.
Lay garment flat to air dry, then inspect the stain. If any traces of the foundation are still visible, repeat steps one through three. If the stain remains, use a hairdryer on a low setting to further assist in lifting the residue.
If the stain persists, consider taking the dress to a professional dry cleaner for removal. Be sure to point out the location of stain so that they can provide the best cleaning method.
