Wine stains are notoriously difficult to remove from cargo pants, but following the step-by-step instructions below will help you get the job done quickly and easily.

Using a clean cloth, blot stained area to absorb as much of the wine as possible. Do not rub or scrub the fabric, as this could cause stain to spread.
Mix together one part dish soap and two parts white vinegar in a bowl. Then add in four parts warm water, and stir until all ingredients are dissolved.
Saturate the stained area with the solution and let it sit for 10 minutes to allow it to break down the stain.
Rinse the stained area with warm water and check to see if the stain is gone. If stain persists, repeat Steps 2 and 3.
Allow the cargo pants to air dry completely after the stain is removed.
